Is the Spelthorne Bulletin good value for money and unbiased?

You will have recently received Spelthorne Bulletin number 95. It lists newly elected councillors in Spelthorne. The list on page 20 shows only 6 non-Conservative councillors all of them Lib Dems. However Caroline Spencer (Ashford Town) was elected in Ashford Town as an Independent. Caroline is NOT a Conservative councillor as shown.

A question to the Council in October 2010 revealed the Spelthorne Bulletin at the time cost £43,688 a year. Is this good value for money? Spelthorne Lib Dems believe that the Borough Bulletin should be an informative publication without political bias that the residents of Staines can use to find out what is happening in Spelthorne.
